FLOODPLAIN PERMIT

The City of New Albany has withdrawn its floodplain permit application originally filed on January 31, 2024. We understand that there is much misinformation in the community, and we want to take time to collaborate with community members and leaders to ensure that our efforts are understood and that the regional goal of addressing water access is achieved for all of Licking County.

Above all, we want the community to know that we are in the very beginning stages of planning related to expanded water sourcing in Licking County. Partners from Licking County and state agencies – many of whom worked together to bring Intel to the state – have been actively engaged in discussions with local governments across the county regarding potential water sources for future phases of the Intel project. These partners had identified two sites near Raccoon Creek outside of Alexandria that could potentially serve this purpose. The floodplain permit would allow us to assess the capacity and feasibility of groundwater wells in western Granville Township and nothing more.

Withdrawing the permit will allow us time to meet with stakeholders, hear and address concerns, and participate in the process already underway among various communities to achieve a comprehensive solution. We believe our experience can serve our neighbors well and look forward to more fully engaging in those discussions without the permit or testing hanging over us.

AIR PERMIT

On September 20, 2022, Ohio EPA issued an air permit-to-install to Intel, which allows the company to install equipment and initially operate up to four semiconductor manufacturing facilities in two buildings in Licking County.

The facility is required to use state-of-the-art controls as included in the permit to ensure that the area will continue to comply with federal air quality standards after it is operating. To ensure air quality standards would be met, air modeling that is required by Ohio law was performed by Intel’s consultant, and verified by Ohio EPA, that showed emission levels in the permit would not cause or contribute to an exceedance of any national air quality standard. The analysis shows that no adverse health or welfare effects would be expected from air emissions at this facility.

Ohio EPA evaluated the draft permit to ensure it would comply with federal and state standards, laws, and regulations before the final issuance. In August, Ohio EPA held a public information session and hearing about the project. Ohio EPA reviewed and considered public comments received at the meeting and throughout the public comment period. ISOLATED WETLANDS PERMIT

On June 24, 2022, Ohio EPA issued an isolated wetlands permit for a project to construct semiconductor manufacturing facilities in Licking County. The application for the permit was submitted by MBJ Holdings, LLC.

Discharges from the activity will impact approximately 10 acres of isolated wetlands. MBJ Holdings, LLC will offset these impacts with more than 20 acres of wetland mitigation.

Before issuing the permit as final, Ohio EPA reviewed the company’s application to ensure it would comply with state standards, laws, and regulations. Ohio EPA also held a public information session and hearing about the project in May 2022 in New Albany.
